Just a quick question:
Are we to assume that when the time comes to write the analyses in paragraph
form, it will be done by the same person who wrote it in bullet form?
The original creator of the skeleton will have the first priority on its analysis "redraft", but as this will be somewhere in the future and when you consider that a full writeup is more of a commitment, there are likely to be cases when a user doesn't want to carry over the skeleton to the writing stage. There are a bunch of reasons why it might not be possible to take it over, but the main idea is that in these cases the analysis will be put back in the reservation list for anyone to grab.
The skeleton > writeup stage is also not clear cut as the skeleton can (and probably will) have outdated info by the time of the writing processes, and I expect a large majority of them to require the skeleton > QC process all over again with some twists that will be mentioned at the time it happens.
