Mega Venusaur as a Counter

Venusaur @ Venusaurite
Ability: Chrolophyll
EVs: 252 HP / 240 Def / 16 Spe
Bold Nature
- Giga Drain
- Sludge Bomb
- Synthesis
- Leech Seed

If Mega Venausaur already has MegaEvolved, it can tank every single move Weavile has to throw at it, regain its health with Synthesis and Leech Seed before finishing it off with a Giga Drain or a Sludge Bomb. With LO recoil and Leech Seed sapping its health bit by bit every turn (LO + Leech Seed = 9/40 of Max HP), Weavile can be rapidly worn down into KO range for M-Venusaur. If Venusaur has yet to MegaEvolve, it only fears switching into an Icicle Crash.

A Bold nature and a physically defensive spread are chosen to optimize M-Venusaur's potential to counter Weavile. The speed investment is used to outspeed other uninvested base 80 and fully invested neutral natured base 50. Leech Seed can be replaced by many other moves like Sleep Powder (to put dangerous threats to sleep), Hidden Power Fire (to lure in Steel-types such as [Mega] Scizor and Ferrothorn), Earthquake (to lure in Heatran), Knock Off (useful against Lati@s, Gengar and for getting rid of the opposing mon's item) and Roar (for a more reliable phazing move against mons behind a Sub and setup sweepers).

Ability: Blaze
EVs: 212 HP / 4 Atk / 252 Def / 40 Spe
Jolly Nature
- Close Combat
- Will-O-Wisp

- Taunt / Poison Jab

Infernape resists Weavile's STAB moves and can OHKO back with STAB Close Combat. Slack Off can be used to recover HP while Will-O-Wisp allows you to cripple Landorus-T and Azumarill who likes to switch in on Infernape. Jolly Nature is used to outspeed Gyarados and cripple it with a burn. Taunt prevents opponent from setting up while Poison Jab can hit Mega Gardevoir hard as it can get a free switch-in otherwise.

Calculations:

Mega Swampert is an extremely bulky offensive pokemon, and due to its ability, Swift Swim, it isn't a slouch either. If M-Swampert is in the rain, than all its moves bar Ice Punch will have a solid chance of OHKO'ing Weavile, while Weavile can only 2HKO 45%, when factoring in accuracy, with Icicle Crash. However, if M-Swampert does have that rain support, than it's a counter since it will outspeed. Since rain is only temporary, I think being a very strong check is the best description for this mon.

Azumarill is a great check to non-Poison Jab Weavile, resisting both of its STAB moves as well as Low Kick, the chosen coverage move. Azumarill can switch-in easily due to these resistances as well as decent bulk and hit back for an OHKO. However, Azumarill needs to be wary of Knock Off as it doesn't appreciate losing its item, as well as Poison Jab, albeit less seen, since it 2HKOs Azumarill.

Yeah so alomomola again xD but is just great walling this physically offensive mons. Due to its typing alomomola can take both ice moves easily and with its great bulk and low weight can also resist knock offs and low kicks for ages. Also alomomola has the ability to burn and knock off weaviles item making his offensive power laughable and after that is just a matter of wish+protect stall until weavile dies. Thanks to Mega Sableye's high defense, even if it comes in un-Mega Evolved, it can survive Weavile's Icicle Crash + Ice Shard combo and get off a recover safely:

252 Atk Life Orb Weavile Icicle Crash vs. 252 HP / 252+ Def Sableye: 148-175 (48.6 - 57.5%) -- 95.3% chance to 2HKO

It's a bit unnecessary and risky, but if you come in on Knock Off and you haven't Mega Evolved, you'll also have just enough HP to get off a burn as well:

Thanks for the heads-up on those calcs. While it is true that Sableye's health needs to be pretty high, the fact that it does have reliable recovery means that it's not impossible to keep the health high enough throughout the battle. Granted, once you Mega Evolve, you lose priority healing, but being slow and being able to force switches by nature of high defensive stats means that it isn't impossible to keep Mega Sableye's health high enough to counter Weavile late-game. When it comes time to judge, Aragorn can always classify it as a check and I won't complain, but I believe it has the necessary traits to be considered a counter despite requiring high health regardless of whether you've already Mega Evolved.

Clefable with a Life Orb can function as a pretty solid check, being able to switch into an Icicle Crash at full health with these EVs, avoid the 2HKO, and OHKO back with Moonblast, with no worries about Life Orb recoil or rocks thanks to Magic Guard. However, it's not a particularly hard check, since it needs to be at full health to consider doing such, Icicle Crash flinch hax sucks, and most importantly, Knock Off absolutely sucks. It can definitely do it's job though, because if it has rocks, then it can set them up, and Weavile definitely isn't switching in, as it gets OHKO'd after rocks regardless of whether Clefable has an LO or not. The Speed EVs are just there to speed creep Specs Sylveon, although if running Calm Mind, then you can always just dump the SpD EVs into defense.

Thanks to its terrific bulk, immunity to knock-off's crippling side effect and avoiding the high base power, and resistance to ice Mega-Blastoise can come in on all of weavile's moves, even with hazards up, and easily avoid the 2hko, while being able to easily OHKO back with a mega-launcher boosted aura sphere. However, because 'Stoise lacks any sort of reliable recovery whatsoever, it can only do this once, for if weavile clicks low-kick/ knock off, switches out and then goes for low-kick/knock off again, 'Stoise will lose, as it is 3HKO'd.

M-Blastoise is a very overlooked and under-rated pokemon in this meta, however it still performs its bulk-tank hazard remover role extremely well, being able to beat nearly every single hazard setter in OU (except for Chansey and clefable, but they are probably two of the tiers rarest rocks setters), meaning it can keep hazards off the field with ease.

Ty bud, i kinda am blind.
One of the most used mons, works fine to CHECK weavile

Metagross @ Metagrossite
Ability: Clear Body
EVs: 252 Atk / 4 SpD / 252 Spe
Jolly Nature
- Bullet Punch
- Meteor Mash
- Zen Headbutt
- Ice Punch / Hammer Arm

Can always revengekill Weavile with Bullet Punch after switching in into it. Atleast for the first switch-in you're safe (knock off won't kill but will 2HKO), but you can switch all day in the potential shards that might hit your Landorus. And also, you can revenge a SDing weavile (which is much more common than the set you are proposing and the SD set will probably kill right away most of the counters people suggested) with the same weapon: strong metal computer fists

Def:
252 Atk Life Orb Weavile Knock Off vs. 0 HP / 0 Def Mega Metagross: 187-221 (62.1 - 73.4%) -- guaranteed 2HKO
252 Atk Life Orb Weavile Low Kick (120 BP) vs. 0 HP / 0 Def Mega Metagross: 113-134 (37.5 - 44.5%) -- guaranteed 3HKO
252 Atk Life Orb Weavile Icicle Crash vs. 0 HP / 0 Def Mega Metagross: 60-71 (19.9 - 23.5%) -- possible 5HKO
252 Atk Life Orb Weavile Ice Shard vs. 0 HP / 0 Def Mega Metagross: 27-34 (8.9 - 11.2%) -- possible 9HKO
Off:
252 Atk Tough Claws Mega Metagross Bullet Punch vs. 0 HP / 4 Def Weavile: 266-314 (94.6 - 111.7%) -- 100% OHKO after rocks or 1 Life Orb recoil damage

Nominating my fav as a Check

Manectric @ Manectite
Ability: Lightning Rod ---> Intimidate
EVs: 4 Def / 252 SpA / 252 Spe
Timid Nature
IVs: 0 Atk / 30 Def
- Thunderbolt
- Volt Switch
- Overheat
- Hidden Power Ice

To reliably check Weavile, Manectric has either to have a free switch-in (preferably already in its Mega form, but non-Mega works fine too) or to come in on one of Weavile's moves already in its Mega form. In both cases, MegaMan avoids being KOed thanks to Intimidate, outspeeds Weavile if it isn't using Ice Shard (which would be dumb if it stays in) and easily destroys it with Overheat.
-1 252 Atk Life Orb Weavile Low Kick (60 BP) vs. 0 HP / 4 Def Mega Manectric: 65-77 (23.1 - 27.4%) -- guaranteed 4HKO after Stealth Rock

-1 252 Atk Life Orb Weavile Ice Shard vs. 0 HP / 4 Def Mega Manectric: 66-78 (23.4 - 27.7%) -- guaranteed 4HKO after Stealth Rock

-1 252 Atk Life Orb Weavile Knock Off vs. 0 HP / 4 Def Mega Manectric: 105-125 (37.3 - 44.4%) -- 2.7% chance to 2HKO after Stealth Rock

-1 252 Atk Life Orb Weavile Icicle Crash vs. 0 HP / 4 Def Mega Manectric: 136-161 (48.3 - 57.2%) -- guaranteed 2HKO after Stealth Rock

Worst case scenario:
SR is up, MegaMan comes in on a max roll Icicle Crash, then gets hit by a max roll Ice Shard: 35HP + 161HP + 78HP = 274 HP (97.5%)

Final result:
MegaMan barely survives the worst case scenario and OHKOes Weavile in return:

252 SpA Mega Manectric Overheat vs. 0 HP / 0 SpD Weavile: 334-394 (118.8 - 140.2%) -- guaranteed OHKO

Also nominating Mega Lopunny as a Check

Lopunny @ Lopunnite
Ability: Limber ---> Scrappy
EVs: 252 Atk / 4 Def / 252 Spe
Jolly Nature
- High Jump Kick
- Return
- Fake Out
- Ice Punch

To successfully check Weavile, M-Lopunny (or even regular Lopunny before MegaEvolving) must be given a free switch-in. After that, M-Lopunny only has to use Fake Out to get in KO range with Return (Fake Out is also used to safely MegaEvolve if it wasn't already done). HJK could have done the same job, but missing it would be the end of the kick-boxing bunny and nobody wants to risk their bunny's life when a safer way to KO Weavile is possible.
252 Atk Life Orb Weavile Knock Off vs. 0 HP / 4 Def Mega Lopunny: 69-82 (25.4 - 30.2%) -- guaranteed 4HKO after Stealth Rock

252 Atk Life Orb Weavile Ice Shard vs. 0 HP / 4 Def Mega Lopunny: 86-101 (31.7 - 37.2%) -- guaranteed 3HKO after Stealth Rock

252 Atk Life Orb Weavile Low Kick (60 BP) vs. 0 HP / 4 Def Mega Lopunny: 169-200 (62.3 - 73.8%) -- guaranteed 2HKO after Stealth Rock

252 Atk Life Orb Weavile Icicle Crash vs. 0 HP / 4 Def Mega Lopunny: 179-212 (66 - 78.2%) -- guaranteed 2HKO after Stealth Rock
252 Atk Mega Lopunny Fake Out vs. 0 HP / 4 Def Weavile: 96-114 (34.1 - 40.5%) -- guaranteed 3HKO

252 Atk Mega Lopunny Return vs. 0 HP / 4 Def Weavile: 244-288 (86.8 - 102.4%) -- 18.8% chance to OHKO

252 Atk Mega Lopunny High Jump Kick vs. 0 HP / 4 Def Weavile: 1240-1464 (441.2 - 520.9%) -- guaranteed OHKO clearly max roll crit hax hurrdurr

Defensive Gyarados as a counter:

Gyarados @ Leftovers
Ability: Intimidate
EVs: 248 HP / 104 Def / 156 SpD
Careful Nature
- Waterfall
- Thunder Wave / Roar
- Rest
- Sleep Talk

Defensive Gyarados is a solid counter to Weavile. While it may be weak to Stealth Rock, it can safely switch in, because even after Stealth Rock, it avoids the 2HKO from Icicle Crash. It can use Waterfall to 2HKO Weavile and Thunder Wave to cripple it for the rest of the match while having a safer opportunity to go for Waterfall because with the 20% flinch chance + 25% paralyze chance, you have a much higher chance of avoiding a hit. Rest allows Gyarados to recover from any damage taken and Sleep Talk lets it move during Sleep. Without Stealth Rock support on Weavile's side, Gyarados avoids the 3HKO from Weavile's Icicle Crash.

- Icicle Crash:

-1 252 Atk Life Orb Weavile Icicle Crash vs. 248 HP / 104 Def Gyarados: 122-146 (31 - 37.1%) -- guaranteed 3HKO after Stealth Rock and Leftovers recovery
-1 252 Atk Life Orb Weavile Knock Off (97.5 BP) vs. 248 HP / 104 Def Gyarados: 140-165 (35.6 - 41.9%) -- 86.9% chance to 3HKO after Leftovers recovery

- Knock Off:

-1 252 Atk Life Orb Weavile Knock Off (97.5 BP) vs. 248 HP / 104 Def Gyarados: 140-165 (35.6 - 41.9%) -- 86.9% chance to 3HKO after Leftovers recovery
-1 252 Atk Life Orb Weavile Knock Off (97.5 BP) vs. 248 HP / 104 Def Gyarados: 140-165 (35.6 - 41.9%) -- 9.4% chance to 2HKO after Stealth Rock and Leftovers recovery

Lastly, Knock Off does more power but isn't very reliable because after you knock off Gyarados's Leftovers, it will do less than Icicle Crash. It only has utility when its used when Gyarados's item is still intact.

Check

Infernape @ Life Orb
Ability: Iron Fist
EVs: 252 Atk / 4 SpA / 252 Spe
Naive Nature
- Stone Edge/Fake out/Grass Knot/Sword Dance/Poison Jab
- Overheat/Fire Blast/Flareblitz
- Close Combat
- Hidden Power [Ice]/Thunderpunch/Mach Punch/Nasty Plot

So I noticed Wisp Infernape was already posted so I'm doing a more offensive variant. IMO wisp ape not that good because MegaEye is on most stall teams so its stallbreaking abilities are meh. I posted a wide variety of viable moves that can all be used based on team. IMO Closecombat only necessary move. Fire stab also quite good. Stoneedge for flyers like talon, hp ice for lando, thunderpunch for gyarados, mach punch and fake out for speed. Boosting moves. Grass knot for bulky waters. Overall I find this set just much more effective.

Jolly or timid can be used as natures to fit your need. 252 could also be used for Special attack.

252 Atk Life Orb Weavile Low Kick (80 BP) vs. 0 HP / 0 Def Infernape: 142-168 (48.4 - 57.3%)
252 Atk Life Orb Weavile Knock Off (97.5 BP) vs. 0 HP / 0 Def Infernape: 129-152 (44 - 51.8%)

You can really only check it once, but thats all offensive teams should need.
212 Atk Life Orb Infernape Close Combat vs. 0 HP / 24 Def Weavile: 1159-1373 (412.4 - 488.6%)
Really any fire or fighting attack will ohko.
