Small Vaporeon is a tank, still packing solid special bulk and hitting much harder. Super is bulkier and faster, aiding it in support roles. Seems somewhat odd, but my only other option within standard was to increase its Attack in Super - while it would then be higher than its Special Attack, it would still be ignored in favor of Scald.

Small expands on Flareon's somewhat rare niche as a defensive Fire-type, while Super gives it a much better Speed stat to go on the offensive with. The Special Attack is admittedly irrelevant, as Flareon lacks the movepool to bother trying to go mixed and no other reason to use it over its massive Attack, but was necessary to keep it in line with the standard distribution.

Small jacks up Umbreon's mixed bulk, the Attack drop not really mattering due to Foul Play access. Super is pretty much perfectly tailored to Curse sets, with a much stronger initial Attack, high special bulk and Curse boosting the lowered physical bulk.
