Yep HA + Apriballs are legal on most if not all.
I can catch you one in a Repeat ball and also give you one in a Luxury/Net ball with Dragon Dance, Switcheroo, Aqua Jet and Super Power.

In my opinion, Lure for Totodile, Fast for Cyndaquil, Friend for Chikorita, Dive for Oshawott, Level for Tepig, Nest for Snivy and Premier for Togepi.

Does an egg's ESV change if you transfer it to Gen 7?
You can't transfer Eggs because you can't store them in Pokemon Bank.
I can transfer them through a Homebrew app, however. I don't even have Pokemon Bank
You should be able to check the ESV using homebrew by either using an app or exporting a save.
You could make a clone of the egg and test it

It'd probably mess it up since G7 mons take up more memory than G6 mons (they have to store Hyper Train and Egg moves data)
Normally, no. With Homebrew apps, yes. I've tried injecting .pk7 files through PKSM and here are some results:
1. Gen 1-6 Pokemon with Gen 1-6 moves: Transfers fine
2. Illegal items: When viewing the summary, next to the item tab will be a blank space. Taking the item out will make the game freeze everytime you open the bag. Bringing the Pokemon in a battle seems to delete the item
3. Gen 7 Pokemon: Will display as either an egg or some other Pokemon and mostly crash the game when brought to battle
