The one on site is very old so I'm giving it a much needed update.
Here are some changes I made:
-Removed curse/counter
-Added Rock Polish Regice
-Made minor change to BoltBeam and renamed
-Put Sleep Talk up for debate as I question its effectiveness

Overview
-Some cons such as lack of reliable recovery, horrible defensive typing (possibly the worst in the game defensively) and Weakness to Stealth Rock
-Some pros such as use able Special Attack unlike Chansey, STAB Ice Beam with Thunderbolt for the infamous BoltBeam, respectable Defense and great use on a Hail team

-The last slot is up for preference and there are many options; Focus Blast,Charge Beam Seismic Toss and Regice is a great user of Rain Dance also because it eliminates it's fire weakness and has the bulk to pull it off

Counters:
-Physical attackers that don't mind paralysis such as Hariyama
-Chansey or anyone else who can just stall this out
-Fire types who are neutral to Thunderbolt with good Special Defense and don't mind paralysis
-Steels should they not mind being paralyzed

-Entry Hazards make its job easier
-Charge Beam can be used in the last slot to have a method to boost your Special Attack although Regice may have trouble getting all these boosts
-Focus Blast is much more powerful however much more inaccurate which is a turnoff

Counters:
-Chansey stops this cold
-Bulky physical attackers like Hariyama
-Hitmontop and it's Mach Punch is a decent check
-Most steels should you lack Hidden Power Ground

The Set below is questionable due to how easy it is to set up on so could other people please give their opinions

Counters:
-Once again Physical attackers have little trouble here
-Steels or Fire types

Team options:
-Choice Scarf Dugtrio of Life Orb Dugtrio are great partners for eliminating Chansey or checkmating a weakened Registeel
-Rapid Spin support is a necessity as Regice will be too weak to wall effectively especially since it lacks reliable recovery
-Hitmontop is has excellent synergy with Regice as makes short work of Steels and Chansey and also provides Rapid Spin support,
Regice also does nicely against some of Himontop's counters
-Dophan can take some physical beating provide Rapid Spin support and deals with Steels and Chansey as well
-Azumarill is also a decent partner as Regice can take care of it's counters
-Altaria is a decent partner typing wise as Altaria can shake off Fire and Fighting attacks while Regice
has no problem shaking off Ice attacks

Optional Changes:
-Regice can work great on a hail team with Snover providing infinte Hail with a set consisting of Blizzard,Ice Beam,Thunderbolt and Toxic however this makes more pokemon weak to the same type
-Toxic can be slapped on stall sets over Thunderbolt or Thunder-Wave howver this makes Regice extra weak to Steels
-Gravity can be in conjunction with Entry hazards and allows Regice to abuse moves such as Zap Cannon

Counters:
Most were already listed but Chansey, Steel Types and Haiyama are probably the most efficient universal counters

You might want to read this: http://www.smogon.com/forums/announcement.php?f=139&a=138. Also, I would suggest writing the Team Options and Additional Comments sections as soon as you can, and not wait until the update is approved.
Now, on to my comments. First, I would list Steel-types as counters, as Steel is SE against Ice, they usually take Special attacks pretty well, and also usually carry Stealth Rock, which limits Regice's effectiveness. Also, I'm not too sure that Regice can use a RestTalk set effectively. Regirock and Registeel can pull it off because of their good typing and resistances, while Regice has only one resistance and horrible typing. Also, for the Sub+Thunder Wave set, I would suggest investing EVs into Special Attack. I'm not really an EV person, so someone else can decide that. Finally, I would suggest putting Gravity as an option in Additional Comments, as Regice has good defensive stats and a great Special Attack stat to abuse it, allowing it to use moves like Zap Cannon and Focus Blast effectively. I'm not sure how effective Regice would be in UU, but I believe that almost every Pokemon in NU needs an update. Good luck, and I hope my comments helped!

As Flashrider just mentioned, it will really be beneficial if you were to add a Team Options and Additional Comments section in the Update. Anyways, here's what I want to mention: in the team options section (when you add it), I would suggest including either (or better yet, both) a Scarf or LO revenge variant of Dugtrio as it eliminates Regice's number one counter - Chansey; here's a calc concerning the standard wish and utility variants of Chansey:

Jolly/252 Atk/LO Dugtrio's EQ Vs. 0/ 252 Chansey = 51.6% - 61% (Guaranteed 2HKO)

I just remembered I needed to add that about steel types ... anyways, another comment from me: again concerning the team options section: Donphan can be a valuable partner to Regice as not only can it remove stealth rock from your side of the field, but it can also sponge physical attacks that Regice hates; also note that the standard Rapid Spin variant of Donphan can scare away Chansey or 2HKO it if they are bold enough to stay in (Adamant 252 Atk Donphan's EQ Vs. 0/ 252 Chansey = 57.1% - 67.4%).

for your rock polish set, i would slash in hp ground or Charge beam, next to signal beam.Ground gets good coverage with Regice's Ice stab, allowing you to hit fires (and registeel) super effectively. Charge beam can possibly net you a special attack boost, which might give recige the power to break through some bulkier pokemon

All right I'll do this the best I can. First and foremost I'll add Team options and Additional Comments. Also I will add the changes mentioned that I think are reasonable. Finally in regard to the other one I can't believe I overlooked it. It hasn't been edited since March 26 however and that guy had really questionable options such as Curse Regice which is terrible and also Life Orb Regice which is just as bad. To top it off he never questioned the Rest-Talk which I do. I have no problem removing it unless QC says otherwise. Oh and @ flashrider your link did not work for me.

Anyway, I have two nitpicks. First, your use of "it's" is incorrect.
"It's"- conjunction of "it is"
"Its"- describes what belongs to "it"
Second, the end of the counters section for the Sub+TWave set says "Steels should they not mind being paralysed". Please take out the "they".
Other than that, good job, and I like the pun about Chansey in the Counters section for the RP set.

A neutral STAB Ice Beam has 142,5 power. a SE Signal Beam hits for 150. The difference is minimal, and it isn't really needed for anything else.

I just can't see this set working. This set is basically huge set up fodder due to Regice's average SpAtk stat and speed. Mismagius walks all over this if it has taunt or sub. In all honesty I think even Manectric can do this set better and that says a lot. Using sub on a defensive Pokemon like Regice is a horrible idea as Regice has enough problems with HP Recovery as it is.

Regice's horrible defensive typing and average special attack doesn't give it many times to set up even lategame. Even when it is set up, Regice cannot do much with it's average Sp. Atk stat. Hitmontop doesn't even need mach punch to check this Regice because it can survive any attacks Regice throws at it and Close Combat. Heck ANYTHING can live an attack from Regice. If a RP set should be viable at all then Charge beam must be required to boost its average special attack stat. If you disagree then please tell my why I should use this set instead of using Porygon 2 with Agility since Porygon has #1 Immunity to Ghost #2 Neutrality to Fire and Rock #3 Higher SpAtk stat #4 BoltbeamNormal coverage #5 Ability to effectively use Life orb due to recover #6 Chance to boost SpAtk with Download?

This set is fine, but you should stick with the moveset Smogon has now. Charge beam was taken off of the Restalk set before due to its middling power and Seismic toss was put in in order to keep Regice from becoming set up fodder.

He was typing up his reply as you took off the "gimmick" part. Anyway, I'm agreeing that Missy can defeat the Sub+TWave set pretty easily. However, I also noticed you saying that he didn't include Choice Specs Houndoom.

I know Choice Specs Houndoom is uncommon I was just being a tool lol. Still LO Houndoom still OHKOs after Stealth Rock.

On the subject of logs: Make sure you're opponents aren't shitty either as shitty players usually lead to the set being more effective regardless of quality.

Alright I'll get logs. Lock On isn't seeing the light of day in this update. As for Seismic Toss I thought I elaborated enough.

Seismic Toss is complete shit. It doesn't stop anyone from setting up, is redundant because of Regice's half decent SpA and is a wasted moveslot in general.

Also CS Houndoom isn't even on site and in reply about Mismagius is there any pokemon in UU who isn't checked or countered by another pokemon. Every pokemon has Checks and Counters. The only exceptions being Ubers. Oh and in regard to that calc that is damn impressive considering you only have a positive nature with no Evs. Its SE with a Life Orb and Stab off of 110 base attack with 140 base power. WTF did you expect for it to only take 1% damage?! Oh and I don't know how supposed to control if the player sucks or not I just hit load team and find match.

in reply about Mismagius is there any pokemon in UU who isn't checked or countered by another pokemon.

No there isn't but most pokemon generally don't want to be countered by Mismagius because she can 1-2HKO every pokemon in the tier once set up (which isn't that hard btw)

These are some notes taken after reading your logs.

Log 1:
-A LOT of Parahax (results in durability of subs lol but is still not a legitimate reason to use substitute)
-Regice kills leafeon that for some reason decided that he was too good to swords dance and proceed to leaf blade a chancy he had no chance of KOing 0.0
-Ninetales does 46% to Regice unboosted (durable subs my ass)
-Regicedealt only 25% to Ninetales with Thunderbolt
-It paralyzed a lot with Twave, sure, but if it werent for all of those Parahaxes Regice would have never gotten a chance to use substitute

Log 2:
-In a nooby attempt to stall for paralysis Regice lost three subs worth of its health.
-Regice ends up doing nothing sans being Natural Cure fodder.

Log 3:
-Killed dugtrio with blizzard behind sub.
-Regice switches into Torterra's Wood Hammer. Gets pwned.

Log 4:
-Wow got parahax on Drifblim good for you. Too bad you lost two subs worth of your health to do so.
-Killed two pokes... not bad. If you didnt get that parahax on Drifblim you would've been fucked though. Sets that rely on hax to be successful are generally not worth an analysis

Log 5:
-Never used substitute
-Died due to stealth rock

So is there anything in there that proves that Substitute isn't a complete waste of HP besides the obvious nooby Parastalling prospect? Obviously it works better on a hail team since Regice has 100% accurate hail...
