Only way to get that spread is via emus, and even emus can't get that spread except in the frames as high as 9 or 10+ digits.
Also about its moves all PP-Maxed makes it somehow suspicious as well (most hacks do PP-Max all moves, even useless ones like Splash *lol*)
When in doubt, consider it as edited/worthless.

The spread is possible and as Princess Emily said, the spreads frames of 3rd Generation are very high. The frame of this spread is exactly 3,170,259,202 bills, about 60 days if you not considered the battle advances. The only thing if you can do is check the PID for knowing if that Pokémon is legal. (legal=/legit)

Seems legal. Any all31 spread is possible on generation V. Probably is edited.

im being serious... I even just double checked in game and its hp ice... im just asking if its hacked. and if the ot is a hacker
You mean you brought it to the IV judge and it told you that 4 of it's stats are 0 and the HP guy told you it was HP Ice? :|

You can't be helped you unless you give us the correct IVs. If you can't figure out how to work calculator then go to the Kiloude City Pokemon center and say what the purple haired person tells you.
the guy says: i see... i see... this pokemon has outstanding potential overall. incidentally i would say its greatest potential lies in its hp,sp.a,sp.d and sp.d. stats like those... they cant be beat
