This is skipping QC because I'm already an established hoppip expert.

[OVERVIEW]
Though it has an interesting typing and movepool, Hoppip's stats are far too low for it to have any sort of competitive niche. Its awful Attack and average Speed stats cause it to be unable to seriously threaten the opponent with its offensive movepool, while its poor bulk negates any defensive advantages its typing might offer. As a result, Hoppip is not worth including on a competitive team.

Hoppip's best bet would be a combination of Sleep Powder, U-turn, and decent offensive STAB moves to gain momentum against slow and heavily weakened teams. Hoppip is difficult to get into play due to its weaknesses and frailty, and its attacks are too weak to threaten a well-built team, so this is not worth the effort.
