Dragon Claw is preferred for its reliability, but Outrage can OHKO Koraidon and frailer Giratina-O variants after Stealth Rock. Taunt denies recovery and blocks status moves such as Will-O-Wisp from Giratina-O and Groudon. Recover lets Arceus-Ground acquire multiple boosts, making it unstoppable. Tera Ground boosts the power of Earthquake to absurd levels, allowing Arceus-Ground to cleanly OHKO offensive Koraidon at +1. Alternatively, Tera Fairy grants a crucial immunity to Dragon Tail and Draco Meteor. 128 Speed EVs ensure Arceus-Ground outspeeds Timid Kyogre. 128 HP EVs add bulk and facilitate setup. Arceus-Ground appreciates dual screens support from Grimmsnarl and Shed Tail support from Cyclizar to help it set up. Good offensive partners include Koraidon and Zacian-C, which heavily pressure Ting-Lu and Giratina-O, two bulky Pokemon that Arceus-Ground has trouble with. Miraidon is another good partner, as it pressures Giratina-O, Groudon, and Corviknight; in return, Arceus-Ground OHKOes Clodsire for it.

QC ready, but the length is a bit on the long side.

I assume the Dragon coverage is for Tina-O, since all the other dragons are already hit hard by Earth Plate EQ. Otherwise, I would argue that Stone Edge is the better coverage move for things like Tera Flying mons.
