Palpatine (with Plagueis) is hinted to be involved in Anakin's conception by the midi-chlorians remember. But it's never explicitly stated.

it's a reference to Julius Caesar possibly being Brutus' father (we obviously don't know cuz there were no DNA tests back then). Since the whole rise of the Galactic Empire is supposed to be a parallel of the Roman Republic

Ok but this makes no sense. Who is ceasar supposed to be in star wars? Obi wan??? Obviously palpatine is "involved" with Anakin's conception but really his "father" is plagueis wholly, who created Anakin for revenge after being killed right???
