With good Special Attack, great Speed, and an amazing STAB combo that has nearly unresisted coverage, Z-Rain Dance Swanna excels at picking off the remains of weakened teams. Rain Dance is the star of the set, providing many different uses. Boosted by a Z-Move, Rain Dance makes Swanna faster than Electivire, the most common Choice Scarf user in the tier. Rain Dance also gives Swanna a boosted Surf while providing perfect accuracy for Hurricane. Lastly, Swanna has the option to set a regular Rain Dance to boost the power of Hydro Vortex to muscle past specially defensive Pokemon like Komala and Kecleon. Swanna also appreciates pivots like a U-turn Silvally forme and Volt Switch Electivire to help keep offensive momentum and allow Swanna to come in safely.

I would honestly remove Ice Beam for Rest. The only notable Pokemon that is hit harder by Ice Beam than either of Swanna's main STABs under rain is Altaria. Altaria commonly carries only Flamethrower which does jack shit and Toxic which is nullified by Rain Dance + Hydration. Rest also gives Swanna a form of reliable recovery that allows it to flat-out wall Altaria.

With good Special Attack, great Speed, and an amazing STAB combo that is only resisted by the almighty Chinchou Don't mention Chinchou. It's unranked. Rather mentioned that has "nearly unresisted coverage", Z-Rain Dance Swanna excels accels at picking off the remains of weakened teams. Rain Dance is the star of the set, providing many different uses. First and foremost, boosted by a Z-Move, it pushes Swanna to be faster than the most common Choice Scarf user in the tier, Electivire. More of a GP thing, but the structure of this sentence is really awkward to read. Rain Dance gives Swanna a boosted Surf, while providing perfect accuracy for Hurricane. (HERE) Rain Dance also cures Swanna of any status conditions, such as paralysis, further aiding in its role as a set up sweeper. We know what Hydration does, you can remove this sentence. Ice Beam stops one of the main answers to Special Swanna, Altaria. Mention how Rest + Hydration allows Swanna to wall Altaria. While it’s bulk isn't outrageously bad Swanna also appreciate pivots U-Turn from a Silvally form or Volt Switch from Electivire to help keep momentum and allow Swanna to come in safely.

You fail to mention that Swanna can just click regular Rain Dance and follow that up with a rain-boosted Hydro Vortex to muscle through certain Pokemon such as specially defensive Komala. see (HERE) on where you can mention this.
