With this moveset and a Choice Band, Sneasel becomes THE anti-metagame pokemon. Many of the top threats in the tier are threatened out by Sneasel. These include but are not limited to, Cresselia, Yanmega, and Honchkrow. Most times you can force Cresselia to accumulate multiple Calm Mind boosts and to switch in on another Calm Mind. After 1-2 boosts, Cresselia is comfortably OHKO'd by Punishment. You can opt to use Bite or Faint Attack in it's place but those barely scratch Cress without a boost. Ice Shard allows Sneasel to Revenge both Yanmega and Honchkrow due to their Flying-type. Yanmega is OHKO'd after Stealth Rock and Honchkrow as well. Ice Punch is for another solid STAB attack for situations where you're faster than the opponent. The last move depends on whether you want to trap Ghost and Psychic-Types or hitting things like Aggron. In my experiences Brick Break was better but both are viable.
The evs are extremely straight forward. Max Attack and Max Speed allow Sneasel to tie with base 115's like Cincinno. You could use some speed evs to outspeed Base 100's such as Typhlosion for some added bulk but come on, it's a Sneasel, it will never have bulk...Jolly but Adamant can be used for added power.

With the ability to boost its own attack with Swords Dance, Sneasel can become a fearsome sweeper. Ice Shard is useful to hit Scarfers before they can destroy you due to Sneasel's abysmal bulk, whereas Ice Punch can be used for more power. Ice Punch is a perfectly viable option due to Sneasel's Base 115 Speed. Punishment once again allows Sneasel to hit Cresselia very hard after a couple of boosts. Bite and Faint Attack can be used as well because each have their respective boons. Brick Break allows for vital coverage on bulky Normal-Types and Aggron who would otherwise wall Sneasel. A Focus Sash allows Sneasel a guaranteed turn of setup as long as there are no hazards on the field. A Life Orb could be used for more power but the ease of setup granted by Focus Sash is better in most cases.
