Thanks for all your submissions, so the winners are:
Checks:
Arikado's Salazzle
Salazzle will easily be able to revenge kill Shaymin, while it won't be able to switch in (unless you predict really well Seed Flare, Dazzling Gleam or Hidden Power Fire), but it will be able to always OHKO Shaymin with a Life Orb and have a good chance of OHKOing Shaymin with Fire Blast if Poisonium Z (this chance become 100% after Life Orb damage or Stealth Rock) so it's a good way to beat LO Shaymin.

The Bill Cipher's Bronzong
Bronzong is a great mon, resisting all the coverage Shaymin run, apart from HP Fire (which is very weak), Bronzong can pivot Shaymin out with Toxic, lack of recovery and Seed Flare drops are a problem but Bronzong is a good way to stop Shaymin.

Kyora's Scarf Moltres
With it's average bulk and Stealth Rock weakness, it won't be able to switch in safely, but Scarf Moltres will be able to outspeed and OHKO Shaymin with it's super effective STABs Fire Blast/Hurricane, or with Flamethrower if Shaymin is weakened enough.


Counters:
guan123's Goodra
Even though Goodra AV isn't a great set right now, (choices works better with merits to Specs over Kommo-o such as access to BoltBeam and being able to 2HKO Florges and Band is it's best set at this moment), Assault Vest works well as check to stuff like Shaymin, with a huge Special Defense it can take easily any hit, being at worst 4HKOed by the not so common Dazzling Gleam, so as a Shaymin check Goodra AV works.

PursuitOfHappiny Registeel
With an awesome Special Defense stat and Clear Body, this thing can take Seed Flare for days and pivot Shaymin out with Toxic, being weak to Earth Power, the lack of recovery and the fact that Shaymin have Natural Cure and can Synthesis to recover Seismic Toss damage and are problems though, but Registeel can Toxic Shaymin, Protect to recover more with lefties and will prevent a 3HKO, so it works.

HotFuzzBall's Moltres
Defensive Moltres is Moltres's best set right now (unlike Scarf it's not that hard to fit on teams) and can take hits from Shaymin quite well, it's Rock weakness is not so bad since it have Roost and we have good hazard control options such as Gligar. It can take damage well from Shaymin and then 2HKO Shaymin with a super effective Fire STAB.

Lennart's Scyther
Scyther is the only counter that can outspeed Shaymin the recover the damage, taking well any move Shaymin can go for but Hidden Power Fire, it can come in even with Rocks, take damage, and unless Shaymin got the drop in the switch, Roost off the damage then starting throwing off STABs or setting Swords Dance up. Scyther isn't a great mon right now though and doesn't work better than the other counters, that's why we didn't choose it.

Now that Feraligatr's oficially part of the tier, we thought would be nice give it a warm welcome, so with a decent bulk Feraligatr will be able to setup in most battles, after a Dragon Dance it can outspeed almost any unboosted Pokémon with Sheer Force ignoring the Life Orb recoil (but not it's boosts) and with a coverage resisted by very few Pokémon in the RU meta, it's one of the best Pokémon in the tier. Waterfall is it's main STAB, Ice Punch hit super effectively Grass- and Dragon-types and Crunch allows it to neutrally hit Water-types and hit super-effectively bulky Psychic- and Ghost-types.

Our sea cucumber friend here is probably one of the best defensive counters to Feraligatr atm. Pyukumuku is the better Unaware user primarily because it resists Waterfall, while Quagsire does not. Anyways, Pyukumuku is able to ignore any stat boosts from Dragon Dance while resisting Feraligatr's primary STAB and not taking much damage from Crunch, Pyukumuku also cannot be worn down easily due to Recover. Pyukumuku can either Toxic stall or try to knock it out with Counter.

Rotom-Cut as a check
This can't switch into ice punch but can switch into any of Feraligatr's other moves at +1. Meanwhile, Leaf Storm OHKOs.

Milotic is a Check to DD Feraligatr, as it can switch into any move easily and use Haze to stop Feraligatr from setting up and overwhelming it with Crunch. Milotic can keep itself healthy with Recover and use Toxic to wear Feraligatr down. However, it is really only a check as a +1 Crunch (even Jolly) can 2HKO Milotic with Stealth Rock up, which pressures Milo to Recover which can allow Gatr to set up even more.

Quagsire @ Leftovers

While mostly outclassed by Pyukumuku defensively, Quagsire can still check Feraligatr by virtue of having the same ability, Unaware. With Unaware, Feraligatr cannot boost, leaving its STAB as a 3HKO after leftovers recovery and its other two moves not worth clicking. Quagsire can also fish for Scald burns or poison it and stall it out with recover. Water Absorb also gets a mention here, as with Water Absorb Feraligatr needs to get to +2 to 2HKO it with either Crunch or Ice Fang, during which it has plenty of time to attempt to burn it.

Unless you really want an offensive unaware mon, use Pyuku over this though

Gourgiest can come in safely even if Feraligator uses the turn to boost to +1. Burn in response while likely taking about 40% from a colbur berry reduced Crunch (Or at worst 75% from a well timed Ice Punch).

Once burned Feraligator has to boost up to +3 to reliably outpace synthesis recovery with its damage. Allowing you to either KO with Seed Bomb or Foul Play if its HP is low enough. Or switch out to another suitable counter if Gourgiest is too low from a badly timed Ice Punch or too much prior damage. However with the Colbur berry attached it is highly unlikely that a player will originally pick the lower BP Ice Punch.

This set can also act as a check to the much less common swords dance variant. Taking any one hit outside of Ice Punch and Burning back even at a +2. Much more shakey check to this however. If it manages to get to +2 before you bring in gourgiest, or if gourgiest has taken much prior damage, you're going to have a bad time.

Yache Berry Tailwind Whimsicott has been a nice tech for offensive teams against speed-boosting Water-types such as Sharpedo, Cloyster, and even Kingdra, and it can thwart Feraligatr's attempts to sweep as well. While Whimsicott does not actually beat down Gatr, what it can do is prevent Gatr from cleaning by Tailwinding up in its face and then softening it up for teammates to finish it off, while Gatr likely wouldn't ever threaten to set up again after that. You can either focus on getting maximum damage off on Gatr with Energy Ball after using Tailwind against its +1 Ice Punch, or just prevent Gatr from using its +1 boosts with Encore. Keep in mind that Yache is still necessary for the latter situation as +0 Gatr's Ice Punch OHKOes Whimsi otherwise.

Cheryl.'s Milotic
Milotic is definitely one of the the better because Haze + Toxic is able to deal with any DD variants, unless it's the uncommon SubDD set (but still 2 Scalds will break it and you can always Haze boosts), the only thing I'd like to point out is that I don't know why you didn't suggest PhysDef who should even fit as a counter (you are able to switch in a DD and Haze, a +1 hit have a low chance of 2HKOing), so the only problem would be Ada Gatr who can beat you with Rocks+boosted Crunch+unboosted Crunch but this set still fit well as a counter so it's fine.

PursuitOfHappiny's Chesnaught
Chesnaught takes two ice punches after rocks and kills with wood hammer after rocky helment so it is a solid check with good meta presence.

Arikado's Scarf Shaymin
Great check that can even switch in (only if you really need to), take any move and Seed Flare is a guaranteed OHKO.

And the honorable mentions goes for:
guan123's Scarf Rotom-C
Unlike Shaymin, Rotom-Cut can Volt Switch if Feraligatr is weakened enough, so it doesn't have to lock itself into a move with crap coverage in order to revenge kill Feraligatr, Shaymin was chosen though because it can switch into Feraligatr if needed, Rotom-Mow can't switch right into an Ice Punch so it's less reliable, still a good check though

Counters

HotFuzzBall's Pyukumuku
I don't think it requires an explanation, Feraligatr does nothing against Pyukumuku, can't even pray for a Def drop from Crunch (due to Sheer Force), a setup won't matter and Pyuku can Toxic, keep itself healthy with Recover or damage Feraligatr with Counter, there's nothing Feraligatr can do against Pyukumuku.

Kyora's Poliwrath
Unless you somehow got +6 with Feraligatr, Poliwrath will take anything easily and it can either try to burn with Scald or Circle Throw to phaze Feraligatr and reset it's boosts, and Rest + Sleep Talk gives a recover while without make Poliwrath useless for 2 turns.

Miyami~~'s Quagsire
Unlike the other counters, Quagsire can't take that well Gatr's hits, the fact that it's Jolly really help, since with Adamant Gatr would even have a really low chance of 2HKOing (about 1%), anyway the fact that you're forced to recover until you really can spread Toxic/Scald is also a problem, but still work well


Oh, and before I post the new VotW, 2 things I would like to point out:
1-Make sure you are calculating the right sets, some of the calc here were with Ada Gatr while it shouldn't be, just check if you are using the right spreads this can be very helpful for me and Lord Esche when judging the sets.
2-Please specify you are suggesting it as a check or as a counter, it makes easier for me to choose the sets.

Sun and Moon blessed Flygon with an awesome setup option in Dragon Dance. Just like Gatr, once Flygon setup a Dragon Dance it will be really hard to stop, while not as strong as Gatr, Flygon have a great advatage: it's faster, can still outspeed almost the entire meta at +1 if Adamant. Earthquake and Outrage give you a decent coverage, while Iron Tail gives an extra coverage. A Z move give you a nuke STAB (depending on what you want to hit, both are options).

counter, for reasons i would figure to be obvious enough. you can invest further in defense to avoid the ko from devasting drake + outrage after sr + spikes (with this spdef investment dodging the 2hko from sludge wave queen under the same conditions), but the likelyhood of that pairing, and more importantly the lack of response to hazards on a p2 team, seems comparably low. the slashes have no implication to p2's handle on flygon, and honestly i think there are more options still available to it, but i like the 'mon and think its versatility within the parameters of blanket defensive utilitymon are worth highlighting

e: it was deemed not obvious enough. i will bear this in mind in my future endeavors

Essentially Mega Glalie acts as a solid revenge killer with priority Ice Shard due to Flygon's 4x weakness to Ice, therefore it is a check. If needed, Mega Glalie can also switch in onto a single unboosted attack (that isn't Iron Tail for obvious reasons) from Flygon and then revenge kill it with Ice Shard but, it can be less than ideal considering Mega Glalie won't be able to spam Double Edge as much (won't apply if you run Return/Frustration). Also since Ice Shard is priority, it ignores all the speed boosts from Dragon Dance which can prove to be beneficial over other checks.

After that,Flygon can do nothing to pyukumuku,as it will get counter to the face, or get poisoned, or see pyukumuku use recover on it's face or get it's stab removed because of Soak
What makes muku so great it's his ability: Unaware,that ignores the boosts from DDance,meaning that Flygon made actually nothing on the turn it setted up
And Tectonic Rage isn't even a guaranteed 2HKO
