The Q and A thread you are looking for is in the "Dragonspiral Tower" Forum, which is devoted competitive battling, unlike this forum which should be about problems using the simulator Pokemon Online.
Anyhow, the reason is that 4 EVs are needed to actually increase a stat, so the extra 3 added will not actually help. It makes more sense to put them elsewhere, so that an extra point can be gained in another stat. As for why they do not total 510, it is because 510 is not divisible by 4, so however you allocate them you will always be left with 2 useless EVs (or more). These are generally left out of EV spreads, because they don't do anything.
