I was just wondering, what does this actually do? Does this reduce your pokemon's speed by 1/2 but double the EVs you gave it? like for example, if i gave this to my snorlax i was running & i got into a battle (on the pokemon online server) would his speed be halved, but would the lets say 252 atk EVs i gave it, would that double to 504?

the EVs earned thing only applies ingame when you are EV training, so for example killing one magikarp would give 2 Speed EVs instead of 1
