A Guide to VGC Move Restrictions

Video Game Championships Move Restriction Guide

This is a tool for people who wish to participate in VGC to plot their teams accordingly, or use for the analysis of the VGC metagame.
 
For a move to be illegal on a Pokemon, it must have all of the three following criteria:

1. The earliest Pokemon in the evolution chain learning this move must learn it after level 50.

2. The move cannot be one learnt through TMs, move tutors, egg moves, etc.

3. The Pokemon cannot breed with itself, is genderless, OR the baby of the Pokemon cannot learn the desired move.
As you can see, it is rather rare for a move to be illegal in VGC.



Please note that this list _will_ contain errors, as it is only the first version. I have, however, endeavored to make this list to factor in HeartGold SoulSilver level up move restrictions and moves from special events, but help in correcting and adding to this list will be appreciated.


Key:
Italicized moves-impossible to get without using Pal Park or a special event. If the Pokemon used is found to not arrive from Kanto/Hoenn/Almia/Fiore/Distant Land/Fateful Encounter, then it is hacked. Please note that moves on the same Pokemon can be special-restricted and some are restricted altogether.


Underlined moves-indicate Pokemon and respective moves that may be allowed in the Video Game Championships 2010, because of ubers being allowed.


Bold moves-indicate moves that make a measureable difference in the said Pokemon's movepool. The rest are really just for random hack checks.

In Red: EDIT: now VGC rules have been revealed, I can immediately single out the banned ubers. These ubers will have their print in red.

As you can see, Several Eeveelutions have their potency reduced, most notably Umbreon, who has to run a RestTalk set. Lucario's ExtremeSpeed and Gallade's Close Combat are both restricted, putting those two out of the spotlight, and if you don't have a GBA game, Starmie, the Porygon line, Latias,and Deoxys will also suffer their unfortunate move restrictions as well.

You can get Sky Attack from HGSS/XD move tutor.

Dive can be gotten via Move Tutor, Heart Swap is gotten from the TRU Event at Lv.50. Same for Phione for Dive.

Why do you have Last Resort twice?

This article will probably be redundant now, as an auto-level feature of some kind is being introduced. If your Pokémon is higher than level 50 it will be auto-levelled to level 50, while anything under level 50 will stay the same level. I don't see a need for this now since we can get basically every legal move-set now.
