As per this fiat, I've made some changes in the Handbook:
changes in strikethroughs and bolds said:
After your orders are posted, is it possible to edit them freely within a certain time frame. Outside Roleplay-tagged matches, The Legend Run and Raids, that time frame defaults to 1/3 of the DQ interval 30 minutes, unless otherwise specified on the battle rules. During that time, the player is free to edit the orders as they please, without being locked by the following player's orders of the referee's reffing. The only exception to that rule is DQ. Your "freedom to edit orders without being locked" period, should not extend your DQ time. If your DQ kicks in first, that edit-freedom is automatically nullified.

It is advised that refs and players wait for the edit-free interval to end before posting their orders or reffings. It is also advised that players do not edit their orders when the interval has ended. Forum moderators reserve the right to revert the edit history to follow this ruling if and when called upon to do so.
Also pinch Abilities (Blaze, Overgrow, Swarm and Torrent) now gives +3 BAP instead of +2 when proc'ed. Afternoon news from Malaysia, Zt reporting.

After discussion with dogfish44, the above change has been retrofitted and will now be applicable both in all new matches as well as all matches currently in progress.

All completed matches are subject to the previous system.

Multi-hit moves (eg. Double Kick, Icicle Spear) will hence use their per-hit BAP (which is usually less than 5) when being factored in deciding a combination's type. Also, "Damaging [Type]-move" clause in Substitutions will no longer cover different-typed combos. Example, "Damaging Fire-type move" will no longer activate if the opponent uses Feint + Flame Charge, a Dark-type combo.

Doubles standard is now 2 actions per round, which is a huge loss to Bide proponents. Now to see if the blind-sendout party can get their policy instated in Singles.

Arghonaut.... LIVES!

Misty Terrain no longer boosts Fairy BAP, in line with in-game. This makes Iron Dungeon's Mawile 1000% less scary, and Assault on Mt Coronet 1000% more scary.

Klink... klang?

Grass Pelt, Marvel Scale, Sniper, Plus and Minus got ability boosts.

Sandstorm also gets a consistency update, making it even better than hail.

It never ends

Sky Drop has a BAP adjustment.

Rock STAB now has Cosmic Power added and Skull Bash removed from the prioritised moves list.

Heal Block now has an updated list to include newer healing moves.

Rank 5 cutoffs are now 116 - 139 instead of 116 - 140. Rank 6 starts at 140 instead of 141.

We regret for the fallacious news above.

So uh, apparently the critical chance went from 6.25% (1/16) chance to 4.17% (1/24) chance over the transition to Generation 7. I'm guessing we should probably follow suit.
Proponents against luck should rejoice! Please notify the military police if future battles forget about this so that rolls may be enforced (no more Danish rolls, maybe?) Evening news from Malaysia, Zt reporting.

http://www.smogon.com/forums/threads/rage-candy-bar.3625726/#post-7660814

Candy bars are now slightly more rage-inducing to their consumers because it no longer fortifies their bones and their minds, but still injects a hefty dose of adrenaline that is well known to correlate with heightened strength and aggression. The non-existent Health Board advises Pokemons to consult their physician and psychiatrist (but not their Trainers) before consumption, although the effects remain limited.

Evening news from Malaysia, Zt reporting.

tl;dr RCB now only boosts Atk, SpAtk, and Speed.

Hey, I've been given permission to Word of God that our "Call-A-Random-Move" moves (Assist, Metronome, etc.) should work like in-game when abetted by a Z-Crystal, and they will call their Z-Move counterpart. Jayy's gonna edit that into the NDA now, k? k.
